Abdul Kalam Technology Innovation National Fellowship 2019, is organised by INAE and Science and Engineering Research Board (SERB), Department of Science and Technology (DST) have instituted the Abdul Kalam Technology Innovation National Fellowship in the year 2017; with the view to recognize, encourage and support translational research by Indian Nationals working in various capacities of engineering profession, in public-funded institutions in the country.

About the Scholarship
Indian National Academy of Engineering (INAE) invites applications for Abdul Kalam Technology Innovation National Fellowship from outstanding engineers to encourage, support and recognize transnational research and achieve excellence in innovation, engineering and technology development.

Eligibility
To be eligible for the fellowship, an applicant must –

• Be an Indian national working in India in different capacities of the engineering profession at reputed public-funded institutions.
• Hold a bachelor’s degree and an adequate professional qualification.
• Have minimum 5 years of service left at the parent organization as on the date of the award.
• Not be in receipt of any other fellowship. (If in case, the applicant gets selected, he/she has to opt for only one fellowship in the event of different fellowship applications.

Amount of Fellowship
• Fellowship amount of INR 25,000 per month along with the regular income.

• Research grant of INR 15 Lac per annum to be utilized for engineering, research and innovation activities including consumables, manpower hiring, national/international travel for research purposes, etc.
• An overhead of INR 1 Lac per annum to the hosting Institute.
Note: As per the Government of India’s IT rule, the fellowship amount is taxable.

10 fellowships are awarded in a year.

Department of Atomic Energy is pursuing a national level fellowship scheme known as “Raja Ramanna Fellowship Scheme” which is intended to utilize the services of active/retired scientists, engineers and technologists, who have been involved in high quality research in their specialized disciplines in the units of the DAE or any National Laboratory or University or Institute and who after retirement are keen to carry out R&D in the field of their choice and of interest to the DAE.

The host institute of the Raja Ramanna Fellow may be a unit of DAE (including aided institutions)or a University/ Institute or a National Laboratory in India.

Objectives
1. To carry out research and development in the field of their choice and of interest to DAE, with a view to strengthen its programs or to nucleate programs of interest to DAE in non-DAE Units. Additionally, he/she could take up writing of monographs or books on topics related to Atomic Energy and pursue human resource development including delivering lectures to students.
2. To carry out studies on policy issues in the nuclear arena with the objective of providing to the Government detailed analysis including feedback obtained based on informal discussions with experts at the national and international level.


Who can Apply
1. For the first objective, scientists, engineers & technologists retired from units of DAE including Aided Institutions are eligible. Preference will be given to those who were involved in the development of sensitive and/or critical technologies in the units of the DAE or are fellows of any of the major science or engineering academies.
Scientists, engineers & technologists of high caliber retired from non-DAE institutions can also be considered, provided their area of research is related to the programs of the DAE and preference will be given to those who are fellows of any of the major science or engineering academies.
2. For the second objective, scientists, engineers & technologists retired from units of DAE including Aided Institutions are eligible. Preference will be given to those who were involved in the development of sensitive and/or critical technologies or have expertise in the analysis of issues related to nuclear policies.


Tenure
The tenure of the individual selected as Raja Ramanna Fellow would be three years. This is subject to the age limit of 70 years for holding the fellowship/award.

How to Apply
Applications will normally be reviewed twice a year (around 15th March and 15th September) but the review may be carried out at other times also in special cases.

Honorarium
The Award is proposed to consists of the following remuneration:
Honorarium
Rs.1,00,000/- per month Honorarium to be paid to the Scientist shall be subject to the condition that Honorarium + pension + Dearness Relief does not exceed the emoluments drawn by the fellows at the time of retirement. The honorarium of Rs.1,00,000/- p.m. will have to be reduced wherever necessary. The honorarium will be taxable at the source.

Research Support Grant for Fellows working on the first objective:

Rs.1,50,000/- p.a.
The above amount is to be used for travel including international travel, communication, internet services, part-time services of office assistants and Stationery. Fellowship grant to Research staff [JRF or SRF or RA] will be reimbursed at actuals. Rate of Fellowship payable to JRF/SRF/RA shall be in accordance with the rates fixed by DAE from time to time.

Support Grant for Fellows working on the second objective:

Rs.1,00,000/- p.a. in the first year and Rs.50,000/- p.a. in the subsequent years.
Break-up of the above amount will be as under: 1.3.1 Lump sum grant of Rs. 50,000/- payable during the 1st year for procurement of Laptop /Computer/Desktop as the case may be.
Lump-sum grant of Rs. 25,000/- per annum on the telephone with broadband connection;
Lump-sum grant of Rs. 25,000/- per annum for computer peripherals, consumables and stationery.

About the AERA Grants Program:

With funding from the National Science Foundation (NSF), the American Educational Research Association (AERA) is pleased to announce the continuation of the AERA Grants Program, which provides small grants and training for researchers who conduct studies of education policy and practice using quantitative methods and including the analysis of data from the large-scale data sets sponsored by National Center for Education Statistics (NCES) and NSF.


The goals of the program are:
  1. to stimulate research on U.S. education issues using data from the large-scale, national and international data sets supported by the National Center for Education Statistics (NCES), NSF, and other federal agencies, and
  2. to increase the number of education researchers using these data sets.
Since its start in 1990, the AERA Grants Program has supported, trained, and encouraged researchers from a variety of disciplines to conduct education policy- and practice-related research using quantitative methods with data from the rich, often longitudinal, data sets sponsored by NSF and NCES. To date the program has awarded more than 500 Small Grants** ($10,000-$35,000 each) and trained 475 researchers through the annual training institutes. More than 360 publications in well-respected, refereed journals (e.g., Educational Evaluation and Policy AnalysisSociology of EducationEconomics of Education ReviewAmerican Educational Research JournalResearch in Higher Education) have resulted directly from AERA Grants Program support. The reports, The AERA Research Grants Program: Key Findings of Selected Studies, highlight some of the grant-generated journal publications from the period 1995 to 2008. The program is governed by a well respected and highly qualified Governing Board. The AERA Grants Program has been extremely successful and has evolved into an important resource for researchers who conduct field-initiated, quantitative studies on education policy and practice issues.
In 2006-2007 the Governing Board convened a Think Tank on the issue of causal inference in education research, which culminated in the book, Estimating Causal Effects: Using Experimental and Observational Designs, by Barbara Schneider, Martin Carnoy, Jeremy Kilpatrick, William Schmidt, and Richard Shavelson.
Under the current NSF grant that began in 2009, the AERA Grants Program has expanded to include two new initiatives in addition to the ongoing work of small grants, training, and think tanks. The first initiative aims to facilitate the scientific use of the state longitudinal data systems (SLDS). Two Think Tank meetings will be convened with relevant stakeholders to address the barriers and opportunities for undertaking research using the SLDS. The end product will be consensus guidelines to enable quality science using the SLDS. This endeavor is undertaken in collaboration with the National Center for Analysis of Longitudinal Data in Education Research (CALDER) of the Urban Institute.
The second initiative seeks to promote the expanded use of data collected by NSF-funded studies in science, technology, engineering and mathematics (STEM) education and learning. This initiative will identify and support 6-8 PIs of NSF-funded studies in STEM education that include large-scale data collections with major scope and potential scientific yield. This initiative is undertaken in collaboration with the Inter-University Corsortium for Political and Social Research (ICPSR) at University of Michigan. The data will be prepared and archived through ICPSR and made available to other researchers. A small grant competition will be held for projects using the newly released NSF data, followed by a conference for grantees.
*The AERA Grants Program has been supported by the following NSF grants: SPA-8955347, RED-9255347, REC-9452861, REC-9980573, REC-030268, DRL-0634035. These grant were also supported by the National Center for Education Statistics (NCES) of the Institute of Education Sciences. The current NSF grant to support the AERA Grants Program is DRL-0941014, which is solely funded by NSF.

**Since 1990, 257 Research Grants have been awarded to university faculty and other doctoral-level researchers, and 271 Dissertation Grants have been awarded to advanced doctoral students.
